Privacy Policy

The City of Sparks has developed and established policies that balance an individual’s right to privacy with the public’s right to access government records under the State of Nevada and Federal Laws.\r\n\r\nPrivacy Policy Summary\r\nCity of Sparks (City) policies exist to ensure that government is open and that the public has a right to access appropriate data and information in possession by the City government. At the same time, there are exceptions to the disclosure of data and information provided by City policies, and State and Federal laws. These exceptions include the privacy of individuals.\r\n\r\nDuring your visit to the City’s website, information that is not readily identifiable to an individual (non-personal in nature) may be automatically collected and stored.\r\n\r\nOnly personal information that is voluntarily provided, through such activities as sending an e-mail or submitting an online form, may be collected. If you choose not to participate in these activities, your choice will in no way affect your ability to use any other feature of the City’s website.\r\n\r\nWe strive to protect personally identifiable information by collecting only information necessary to deliver our services. All information that may be collected at this site becomes public record that may be subject to inspection and copying by the public, unless an exemption in law exists. For instance, if personal information is requested or volunteered, City and Nevada rules and regulations or the Federal Privacy Act of 1974 may protect it from disclosure.\r\n\r\nSecurity Policy Summary\r\nSecurity measures have been integrated into the design, implementation, and ongoing practices of the entire City operating environment as part of its continuing commitment to risk management.\r\n\r\nThe City provides this website and the information it contains as a public service. This system is monitored to ensure proper operation, to verify the functioning of applicable security features, and for comparable purposes. Anyone using this system expressly consents to such monitoring.\r\n\r\nUnauthorized attempts to modify any information stored on this system, to defeat or circumvent security features, or to utilize this system for other than its intended purposes are prohibited and may result in criminal prosecution.\r\n

ADA

In accordance with the requirements of Title II of the Americans with Disabilities Act of 1990 (“ADA”), the City of Sparks will not discriminate against qualified individuals with disabilities on the basis of disability in its services, programs, or activities.

Employment: City of Sparks does not discriminate on the basis of disability in its hiring or employment practices and complies with all regulations promulgated by the U.S. Equal Employment Opportunity Commission under title I of the ADA.

Effective Communication: City of Sparks will generally, upon request, provide appropriate aids and services leading to effective communication for qualified persons with disabilities so they can participate equally in City of Sparks programs, services, and activities, including qualified sign language interpreters, documents in Braille, and other ways of making information and communications accessible to people who have speech, hearing, or vision impairments.

Modifications to Policies and Procedures: City of Sparks will make all reasonable modifications to policies and programs to ensure that people with disabilities have an equal opportunity to enjoy all of its programs, services, and activities. For example, individuals with service animals are welcomed in City of Sparks offices, even where pets are generally prohibited.

Anyone who requires an auxiliary aid or service for effective communication, or a modification of policies or procedures to participate in a program, service, or activity of City of Sparks, should contact the office of Chris Syverson, Human Resources Manager, 431 Prater Way, Sparks, Nevada 89431, (775) 353-2345 as soon as possible but no later than 48 hours before the scheduled event.

The ADA does not require the City of Sparks to take any action that would fundamentally alter the nature of its programs or services, or impose an undue financial or administrative burden.

\r\n

 

\r\n

Complaints that a program, service, or activity of City of Sparks is not accessible to persons with disabilities should be directed to Chris Syverson, Human Resources Manager, 431 Prater Way, Sparks, Nevada 89431, (775) 353-2345.

\r\n

 

\r\nCity of Sparks will not place a surcharge on a particular individual with a disability or any group of individuals with disabilities to cover the cost of providing auxiliary aids/services or reasonable modifications of policy, such as retrieving items from locations that are open to the public but are not accessible to persons who use wheelchairs.\r\n

Social Media Policy

\r\nA. Privacy Policy and Disclaimer\r\nAny individual accessing, browsing and using a City of Sparks Social Media site accepts without limitation or qualification, the City’s Social Media Policies (hereafter “Policies”). These terms and conditions apply only to the Social Media sites (defined here as third party hosted online technologies that facilitate social interaction and dialogue, such as Facebook, Twitter, YouTube and Flickr) that are managed by the City of Sparks. The City of Sparks maintains the right to modify these Policies without notice. Any modification is effective immediately upon posting the modification on the Social Media Policy page unless otherwise stated. Continued use of a City of Sparks Social Media site following the posting of any modification signifies acceptance of such modification. \r\n\r\nAll users of a City of Sparks Social Media site are also subject to the site’s own Privacy Policy. The City of Sparks has no control over a third party site’s privacy policy or their modifications to it. The City of Sparks also has no control over content, commercial advertisements or other postings produced by the Social Media site that appear on the City of Sparks Social Media site as part of the site’s environment.\r\n\r\nThe City of Sparks operates and maintains its Social Media sites as a public service to provide information about City programs, services, projects, issues, events and activities. The City of Sparks assumes no liability for any inaccuracies these Social Media sites may contain and does not guarantee that the Social Media sites will be uninterrupted, permanent or error-free.\r\n\r\nB. Posts Policy\r\nAlthough posts and comments are encouraged on the City of Sparks Social Media sites that allow posts, these sites are limited public forums and are moderated by City staff. All posted content (comments, photos, links, etc.) must be related to discussion of City programs, services, projects, issues, events and activities.\r\n\r\nThe following are prohibited on City of Sparks Social Media sites:\r\n

  • Comments not topically related to City programs, services, projects, issues, events and activities, or the particular post being commented upon
  • \r\n

  • Posts and comments that promote or advertise commercial services, entities or products except as stipulated in City marketing plans and determined by the City to be essential to economic development
  • \r\n

  • Political statements, including comments that endorse or oppose political candidates or ballot proposition
  • \r\n

  • Comments that endorse or oppose any type of religious opinions or activities
  • \r\n

  • Posts and comments that promote, foster or perpetuate discrimination on the basis of creed, color, age, religion, gender, marital status, status with regard to public assistance, national origin, physical or mental disability or sexual orientation
  • \r\n

  • Posts and comments that include vulgar, offensive, threatening or harassing language, personal attacks or unsupported accusations
  • \r\n

  • Obscene or sexual content or links to obscene or sexual content
  • \r\n

  • Illegal activity or encouragement of illegal activity
  • \r\n

  • Information that may tend to compromise the safety or security of the public or public systems
  • \r\n

  • Content that violates a legal ownership interest of any other party
  • \r\n

\r\nThe City of Sparks reserves the right to remove posted content that does not comply with these Policies. All posts and comments uploaded to City of Sparks Social Media sites that allow posts will be periodically reviewed.\r\n\r\nCommunications made through City of Sparks Social Media sites in no way constitute a legal or official notice or comment to the City of Sparks (for example, a post or comment that asks for public records will not be considered a public records request). To comment about a specific City project or program, please contact the appropriate department.\r\n\r\nC. Links and Embedded Content Policy \r\nLinks to other Social Media and/or External Websites Provided on City of Sparks Social Media Sites\r\nThe City of Sparks may select links to other Social Media sites and outside websites that offer helpful resources for users. Once an individual links to another page or site, the City’s Policies no longer apply and you become subject to the policies of that page or site.\r\n\r\nThe City of Sparks’ Social Media sites are intended specifically to share information about City programs, events and services. The City of Sparks is not responsible for the content that appears on these outside links and provides these links as a convenience only. Users should be aware that these external pages and sites and the information found on those pages and sites are not controlled by, provided by or endorsed by the City of Sparks. The City reserves the right to delete links posted by outside individuals that violate the City’s Posts Policy at any time without notice.\r\n\r\nLinks by Other Entities to City of Sparks Social Media Sites\r\nIt is not necessary to get advance permission to link to City of Sparks Social Media sites; however, entities and individuals linking to City of Sparks Social Media sites should not in any way suggest that the City of Sparks has any relationship or affiliation with that organization or that the City endorses, sponsors or recommends the information, products or services of that site.\r\n\r\nEmbedded content from City of Sparks Social Media Sites on other sites \r\nIt is not necessary to get advance permission to embed City of Sparks Social Media site content; however, entities and individuals embedding content must not present City of Sparks content as their own or otherwise misrepresent any of the City’s Social Media site content. Furthermore, they shall not misinform users about the origin or ownership of City of Sparks Social Media site content. Embedded content from City of Sparks Social Media sites should not in any way suggest that the City of Sparks has any relationship or affiliation with that organization or that the City endorses, sponsors or recommends the information, products or services of that site.\r\n\r\nD. Copyright Policy \r\nAll information and materials generated by the City of Sparks and provided on City of Sparks Social Media sites are the property of the City of Sparks. The City retains copyright on all text, graphic images and other content that was produced by the City of Sparks and found on the page. You may print copies of information and material for your own non-commercial use, provided that you retain the copyright symbol or other such proprietary notice intact on any copyrighted materials you copy. Please include a credit line reading: “credit: City of Sparks Facebook (or Twitter or YouTube) Page” or “Courtesy of City of Sparks.”\r\n\r\nCommercial use of text, City logos, photos and other graphics is prohibited without the express written permission of the City of Sparks. Use of the City logo is prohibited for any non-governmental purpose. Any person reproducing or redistributing a third party copyright must adhere to the terms and conditions of the third party copyright holder.
